City staff reviewed the capital improvement plan and the equipment fund balance during the 2027 budget briefing.
Josh (S2) said the audited equipment‑fund balance was $160,924, with an assumed 2026 balance of about $202,000; planned vehicle and equipment expenditures in the CIP total $347,000 while assumed equipment‑fund revenue is about $262,540, leaving an estimated end‑of‑year equipment‑fund balance near $117,000 if assumptions hold.
Councilors noted the planned fire truck purchase has been pushed out and discussed cost‑sharing with rural partners to reduce the city’s one‑time burden. Staff said continuing to build the equipment fund and using creative short‑term financing (for example, tax anticipation notes) could smooth large spikes such as a fire‑truck purchase.
Staff committed to include CIP detail and related debt‑service projections in future packet materials.
