During the public hearing, Diana Hardy Brigham, speaking for the Box Elder Committee of Liberty, urged the commission to reject agricultural protection areas. "Our government is bringing fear upon the landowners... Landowners are already protected under the Utah constitution," Brigham said, arguing such protections create "quasi government agencies" and constitute taxation without consent. Following the public comment period, Commissioner Perry moved to adopt Resolution 26-23 and Commissioner Bingham seconded; the commission approved the resolution by voice vote.
