Commission reapproves Laurel Park Phase 2 plat after recording lapse

The Highland Park Plan and Design Commission on July 21 recommended reapproval of the Laurel Park Phase 2 plat, a previously approved plan for an 18-townhome and 12-condominium development along Laurel Avenue, after the prior approval lapsed because the plat was not recorded within the code’s nine-month deadline.
Senior planner Carl Burhop told the commission the project is the same plan and variations that received commission recommendation last year, and that the applicant has submitted an executed plat and is prepared to proceed with permitting and construction. Burhop said the reapproval is necessary only because the city's subdivision code voids approvals not recorded within nine months.
An attorney for the petitioner confirmed the executed plat has been submitted to the city for recording and said the applicant intends to start work on the project. There were no public objections.
Vice Chair moved, a second followed, and the commission adopted the findings of fact by roll call vote; the motion passed 6–0 with one commissioner recusing from the matter. Staff will forward the commission’s recommendation to city council for final action.
