Madison aldermen approve consent agenda; board moves to pursue up to $10 million in bonds and awards Rice Road overlay

The Mayor and Board of Aldermen of the City of Madison unanimously approved a broad consent agenda at their Dec. 2, 2025 regular meeting, adopting personnel changes, equipment dispositions and transfers, several resolutions, and a contract award.
Mayor Mary Hawkins Butler opened the meeting and asked if any consent items should be removed for separate discussion; none were removed. Alderman Guy Bowering moved to approve the consent agenda and Alderman Pat Peeler seconded; the motion carried unanimously.
The consent package authorized the hire of Korey Robinson as a seasonal parks grounds crew member (effective Nov. 24, 2025) and approved terminations for Street Department laborer Jaden Cavett (effective Nov. 25, 2025) and Webster Animal Shelter worker Kimberly Halderman (effective Dec. 2, 2025). The board also approved removing five Motorola XTS 2500 radios from Police Department inventory as no longer serviceable, transferring two portable radios from the Street Department to the Fire Department, and removing two water-department radios from inventory. The Fire Department was authorized to renew a semi-annual service-maintenance agreement with Puckett Power Systems for station generators.
On financial and policy matters, the board adopted a resolution to opt out of the Safe Solicitations Act (Exhibit H) and approved a resolution declaring the city's intention to issue general obligation public improvement bonds or enter a loan agreement with the Mississippi Development Bank in a maximum principal amount of $10,000,000 to fund various authorized purposes (Exhibit I). The resolution directs publication of notice of such intention and preserves the board's options for taxable or tax-exempt series.
The board also awarded the bid and contract for the overlay of Rice Road (Project No. STP-6940-00(002)LPN109856-701000) to APAC-Mississippi, Inc., and authorized the mayor to execute documents necessary to effectuate the award (Exhibit J). In addition, the board adopted a resolution supporting the Mississippi Arboreta Trail Program to include and promote Simmons Arboretum (Exhibit K), authorized termination of an unspecified contract (Exhibit L), and approved purchase of trees and shrubs for Simmons Arboretum (Exhibit M). The City Hall petty cash reserve was increased to $1,000.00.
The consent agenda items were adopted without individual roll-call tallies recorded in the minutes; the clerk's record notes the vote as unanimous.
The board did not discuss any items removed from the consent agenda at the meeting. Mayor Mary Hawkins Butler declared the motion carried when the vote concluded.
