Resident tells Madison board neighbor blocked easement; city attorney to consult with resident's lawyer

During the public‑comment portion of the Oct. 21 meeting, resident Johnny McDonald presented photographs and asked the Mayor and Board of Aldermen to restore an access turnaround he said a neighbor had closed off.
"The owner has closed off access to the easement on the road and not allowing garbage trucks and buses to come down and turn around," McDonald told the board as he read language from his deed and cited the City of Madison zoning ordinance. He said the turnaround had been used for roughly 15 years and asked the board to enforce the easement and restore access.
City Attorney Chelsea Brannon said she would discuss the matter with Mr. McDonald's attorney to gain clarity on legal rights and next steps. Alderman Mike Hudgins noted concerns for fire and medical access; Fire Chief Derrick Layton, who said this was the first he had heard of the issue, assured the board rescue equipment would be able to reach the property.
Mayor Mary Hawkins Butler advised Mr. McDonald to allow City Attorney Brannon to coordinate with his attorney. No formal board action was taken at the meeting; the item concluded with direction that the city attorney follow up.
