Brentwood recreation panel schedules Aug. 17 meeting to open irrigation bids

The Brentwood Recreation Commission voted to hold a special meeting on Aug. 17 to open sealed bids for a planned irrigation installation after members said an August 26 deadline would likely delay work beyond this year. The motion to move the meeting was made by Joey, vice chair, and passed by voice vote.

Commissioners and staff discussed revisions to a request for proposals that remove contract‑level verbiage from the public RFP and require contractors to provide proof of insurance and to coordinate work windows with the recreation department to avoid conflicts with fall and spring athletic seasons. Jason Gagnon, the town program coordinator, said the RFP as drafted asked bidders to do a facility walk and to coordinate proposed start dates with the department.

Members pressed for clearer schedule information in bids so the commission can award work that will realistically begin this fall if possible. One member warned that an August 26 "received by" date could be too late for contractors to start work this season; commissioners discussed alternatives including earlier deadlines and offering bidders the opportunity to attend the meeting and make brief in‑person presentations.

Contract scope and follow‑through were another focus. Commissioners discussed winterization responsibilities and whether a contractor that installs new lines must guarantee winterization and any follow‑up repairs. Jason also noted the town currently has a small, year‑to‑year irrigation agreement for basic start/stop/winterize services; commissioners asked staff to check that existing contract for any non‑compete or limitation clauses before finalizing the RFP.

On funding, Jason said the recreation account has roughly $58,000–$59,000 available in impact fees for recreation projects and that reimbursements had recently replenished the fund. He asked that the commission keep that funding source in mind when approving the RFP and that they plan for deposit and scheduling steps after award.

Outcome and next steps: the commission set a special meeting for Aug. 17 with a 4:00 p.m. submission cutoff and a public meeting at 6:30 p.m. to open and, optionally, allow bidders to speak. The commission directed staff to finalize RFP language to require proof of insurance, ask for a targeted project start date, clarify winterization expectations, and check the existing irrigation agreement for any limiting clauses. A voice vote approved the schedule change. The select board will also be given the commission’s recommendation as part of the contract award process.
