Metcalfe County superintendent says MCES TSI label "not justified" and plans to appeal after KSA results

Superintendent Josh Hurt told the Metcalfe County Board of Education on Oct. 14 that KSA (Kentucky Summative Assessment) results had been released and packets were distributed to board members. He said Metcalfe County Elementary School (MCES) has been labeled a TSI-disability school and described that label as "not justified and is unfair," adding that he plans to appeal the designation to the Commissioner of Education.
Hurt also briefed the board on district uses of ESSER funds that are now complete, including a new art room, a new multi-purpose building and seven new buses, as well as a new high-school roof, RTI teachers and mental-health counselors. He credited the board for enabling those projects.
School leaders reported academic progress separately: Joseph Eaton, MCHS principal, said MCHS increased its overall KSA score and that post-secondary readiness rose by 33.5 points from the prior year; MCMS principal Jenny Stotts-Lundy reported large gains since 2022 and said staff will continue targeted reading and math interventions. Rachel Dial (Instruction) confirmed progress at MCES in reading and math and noted ongoing work to close remaining gaps.
Superintendent Hurt did not provide additional detail in the minutes about the grounds for the TSI designation or the timeline for the appeal; the minutes record his intent to petition the Commissioner of Education but do not include the text of any appeal or additional supporting data.
