Council approves $250,000 ODOT grant contract for 1st Street improvements

The Elpen City Council voted to accept a $250,000 grant from the Oregon Department of Transportation for improvements to a two-block section of 1st Street, approving the contract that authorizes the project and its entry into the city budget process.
City staff credited the city engineer and public works team for winning a competitive grant and described project goals including improved drainage, new sidewalks, ADA ramps and pavement reconstruction to address chronic settling and poor crown/ drainage in the corridor. Kyle Gens, introduced in the meeting as present to discuss the project, said, "I've had multiple complaints ... regarding the condition of 1st Street" and outlined plans to modernize drainage, sidewalks and ADA access.
Staff told the council that the updated engineer's estimate for the project is roughly $320,000. The grant covers $250,000; staff said the city's budget will include additional funds and contingencies. A staff speaker noted that larger contingency planning could bring total budgeted project funds higher to cover soft costs and market conditions.
A council member moved to approve the ODOT contract (SCA 25-05); after a roll-call vote the motion passed with recorded aye votes. Staff said, if approved, the project would be budgeted alongside the city's share and scheduled for work in the next fiscal year.
The council did not specify a final construction start date in the meeting; staff said final budgeting, bidding and scheduling will occur as the project is incorporated into the FY26 capital work plan.
