Jervis council adopts revised FY2026 budget calendar amid audit backlog

City staff told the council the city's CPA is reconciling approximately two years of delinquent bookkeeping and is approaching the point at which the 2024 books can be reconciled to allow an audit. Staff said the audit is scheduled to take place in May and that the city can adopt a budget before the audit is finished, provided the beginning fund balances are estimated in good faith and adjusted later via a supplemental budget if required.
Because the numbers were not yet finalized, staff proposed moving the budget hearing schedule back one week (with the second meeting becoming the first hearing and a potential third meeting on May 19). Council discussed the timetable and the risk of having to return for adjustments once audit results are available.
A council member moved to approve the revised FY2026 budget calendar and to appoint the interim city manager as budget officer; the motion was seconded and approved by the council.
The council directed staff to provide reconciliations and a cost reconciliation for the interim services provided by the regional council of governments; Scott Benson (COG) said a reconciliation of hours and fees should be provided next week.
