Joe Bechtel, the city's lead utility worker, described the project as long-planned and nearing completion. He told councilmembers the city had secured a $1,000,000 construction grant and that the upgrade increased treatment plant capacity by "over 30%," an outcome he described as an unexpectedly positive efficiency gain. Bechtel also said approximately $52,000 remained to be received for the project.
A council member moved to accept the resolution; the motion was seconded and the council approved the item by voice vote. The motion passed without recorded opposition.
Council staff noted the construction phase was essentially complete but that the city had incurred additional costs during a prolonged bypass-pumping period after a weather event; staff said they had requested a change order intended to reduce overall project cost.
