Gamble said the recommendation to reduce the contribution was partially driven by ARC’s built‑up fund balance and a desire to reduce partner counties’ near‑term costs.
ARC also proposed consolidating clerical support: rather than separate full‑time clerical staff in Cook and Lake, ARC recommended sharing one full‑time clerical position across the two counties (0.5 FTE attributed to each), which ARC estimates would reduce each county’s annual contribution by roughly $40,000.
Board questions and concerns: commissioners asked whether Grand Portage probation coverage would be affected, whether probation officers had been consulted, and what the long‑term impacts would be of reducing capital contributions. Administrator Tremble and Commissioner Gamble said they would seek clarification from ARC leadership and recommended that Becky, ARC’s administrator, be invited to a future meeting to explain the proposals in detail.
