Planning Commission recommends waivers, conditionally approves New Harmony Church subdivision plan

The Chanceford Township Planning Commission on March 17 recommended that the Board of Supervisors grant multiple waivers and conditionally approved the Final Subdivision Plan for New Harmony Church, with a list of technical conditions to be addressed before recording.
Layne Clark of Gordon Brown presented the subdivision plan to the commission. Vice Chairman Bruce Miller moved for a recommendation that supervisors grant waivers for water and sewer feasibility studies and for Planning Module soil and hydrogeologic testing. The commission approved that recommendation.
Miller then moved to conditionally approve the Final Subdivision Plan. The commission’s approval included the following required conditions: show at least two permanent benchmarks and the locations and elevations of significant features within and immediately adjacent to the tract; identify the locations of individual trees larger than 10 inches in diameter and at minimum delineate the existing cemetery burial plot area on the plan; provide certification that the method of sewage disposal and the planning module for land development have been approved by the Pennsylvania Department of Environmental Protection or obtain any required waivers; include the signature of the registered surveyor responsible for the plan; include the location, description and elevation of at least two permanent benchmarks; include a signed, dated and notarized statement of ownership; and draft and record deeds for both lots with the subdivision plan.
The motion to conditionally approve was seconded by Marla Allen and carried.
What happens next
The Planning Commission’s action was a recommendation to the Board of Supervisors; the Supervisors must grant the waivers and confirm final plan approval after the listed conditions are satisfied and any required PA DEP approvals or waivers are obtained. The commission’s conditions include both mapping and administrative items the township needs recorded on the plan before it can be finalized.
