Chanceford supervisors approve stormwater plans and release $102,005.63 in developer escrow

The Chanceford Township Board of Supervisors on June 8 approved a stormwater management (SWM) site plan for a new dwelling and released more than $102,000 in developer escrow for two previously reviewed projects.
Chairman Kent Heffner moved to approve the Stephen Fisher SWM Site Plan for property at 2679 Old Forge Road. The board approved a waiver for 4:1 basin side slopes because the plan proposes a low‑maintenance seed mix; the motion passed unanimously and a final invoice for fees will be sent to Mr. Fisher.
Engineer Grant Anderson reported GHI inspected the Stephen Beiler site and found swale erosion had been addressed. The board voted unanimously to release the remaining $7,500 in financial security for the Beiler SWM plan, with a final bill to be issued to Mr. Beiler. For the Jere Hoover poultry operation at 3147 Glen Allen School Road, GHI recommended release of $94,505.63 while retaining $88,788.37 in escrow; the board approved that partial release unanimously and will send a final bill to Mr. Hoover.
The board also recorded an enforcement update for Douglas Seitz (Scout Camp Road). Grant Anderson said he met with Mr. Seitz, GLBA and Attorney Andy Herrold and established milestones: water testing results and a DEP response due June 19; SEO soil testing results due July 17; and a final subdivision plan due August 1.
The meeting further noted work on the Rec Property parking lot—post‑construction stormwater design is 75% complete, soil tests conducted June 3 were suitable for infiltration, but DEP rule changes required additional test pits and PNDI returned ‘Bog Turtle,’ so NPDES permit clearances and pre‑application steps remain. The township also sent an informal notice to Chanceford Crossings, Inc. to repair storm structures and pond outfall issues; Grant Anderson will contact the owner.
The board recorded all motions as carrying unanimously.
