Staff explained the scope: the contractor will tap mains, install service lines to meters and set the box and lid; meters are set when a home is inspected and ready to occupy. The lowest evaluated price for residential service installs was $1,525 per service. The work and costs will be special assessed to the benefiting development parcels, not charged to the city general fund.
A council member moved to enter the contract with Wilkes Underground and the motion was seconded. The council voice-voted in favor; the motion carried 5-0.
Staff will coordinate itemized billing and recording by address for assessment and tracking purposes.
