Gold Hill staff outlines employee-handbook overhaul and parks event-inflatables debate; council to review in October

City staff presented a roughly 56-page employee-handbook update that would bring the city into compliance with recent state and federal changes and adjust benefit contributions.
Staff recommended continuing to pay the employee-only insurance portion while asking employees to contribute 15% of dependent coverage costs: “the recommendation that I signed us up for was that the city would continue to pay the employee portion, and 85% of the dependent coverage… the employee would pay 15%,” the city manager said.
Staff also proposed an optional compensatory-time bank for eligible overtime-eligible employees: employees could bank time at a time-and-one-half rate up to 40 hours and be paid out in June for any unused hours, or use the time as paid leave. The manager said the change is recommended by CIS and is designed to provide flexibility when overtime pay is not budgeted.
Councilors asked whether employees had been surveyed about comp time; staff said employees would choose at the time overtime is earned and the handbook changes will be brought back for council action before the Jan. 1 effective date that requires a 60-day notice.
Parks and events: councilors revisited a prior motion that had banned ‘bounce houses’ and discussed whether to extend a blanket ban to all inflatables or adopt a policy with specifications (weighting, approved power sources, event application and liability insurance). Staff said a policy could include event-application requirements, weight-down specifications and power/access checklists; councilors raised safety concerns about generators and public access to facilities. No final policy action was taken; staff will refine proposals and may seek parks-committee review before returning to council.
Next steps: staff will email handbook drafts to councilors, accept feedback and return with final proposed handbook language and any inflatables/event-policy options at the October meeting.
