Commission reviews September planning report; agrees to explore tighter rules for video signage

At the start of the Oct. 21 meeting, city planning staff summarized the September planning report, listing recent building permits and code activity: an interior conversion to a veterinary office on 82nd Drive; a new garage at 280 West Berkeley; a kitchen remodel at 1055 Clayton Way; an application to add bedrooms at 1230 Windsor Drive determined to be an adult foster care home under Oregon Revised Statutes; demolition of modular high-school buildings at 18800 Portland Ave; and a triplex at 6430 Caldwell Road that underwent two review iterations and meets city standards.

During follow-up discussion commissioners asked whether recent code updates adopted by the city council had produced any changes affecting the commission. Staff confirmed council approved the commission's submissions and noted a specific council request (from Councilor Garlington) to review trash-enclosure sizing for restaurants and food-cart pods. The planner also said the city adopted its own street-tree list, replacing the Clackamas County list for future applicants.

Later in the meeting Commissioner Weiss raised concerns about a recently installed video sign and proposed that the commission consider refining code section 17.5.2 to delineate video-style signage from reader boards and to adopt more conservative limits. Commissioners expressed support for taking the issue to the city council to request addition to the work program for a code review. Staff agreed to explore the process for adding it to the two-year work plan.
