The Gladstone City Council on Oct. 14 handled several routine and community‑interest items alongside major land‑use and parks business.
Consent business: The council approved most consent agenda items (minutes, bank balances, budget report, check register and department head reports) and pulled item 7 for discussion. After a staff explanation, the council approved an amendment to the city’s personal services agreement with Healthy Sustainable Communities LLC to continue economic development support (beautification, Portland Avenue outreach, main‑street program coordination, library redevelopment assistance and student partnerships).
Library Blue Ribbon Committee: Administrator Jackie Betts outlined a proposed nine‑member Gladstone Library Blue Ribbon Committee to guide reuse of the former library building. The roster includes a city council representative (Councilor LaBonte), planning commission representation, a school‑district appointee and community volunteers. Council moved, seconded and approved the appointments unanimously.
Urban Renewal housekeeping: While sitting as the Gladstone Urban Renewal Agency, council approved minutes from Aug. 12, 2025, and adopted Resolution UR‑75 naming authorized signers for Urban Renewal Treasury accounts (Susan Ladue, Tammy Banick and Judy Anderson Smith). The resolution passed unanimously.
Community notices: Local residents and business owners announced upcoming events including a school‑district facilities bond forum (Nov. 18), a property‑tax workshop (Nov. 8) and community bingo and a swing‑band performance in late October. Councilors also shared conference takeaways and upcoming public events.
The council recessed briefly to meet as the urban renewal agency and then reconvened as the city council before adjourning at 8:57 p.m.
