He recommended the city avoid directly accepting donations and instead have a nonprofit act as the fundraising umbrella with a dedicated account and receipts so donors and expenditures are auditable.
Members asked about liability and whether nonprofits would have to carry insurance; presenters and other members said that typically the nonprofit would purchase insurance and the city would require proof of coverage if the event used city property. Committee members discussed past goals to make the event self-sustaining through fundraising and suggested the community progress team or a similar nonprofit could serve that role.
