During its review of the FY2026 recommended budget, the presenter described the Capital Improvement Program and singled out two priorities: a $250,000 Small Cities grant for improvements on 1st Street and a phased water pump upgrade.
On the 1st Street grant, the presenter said the award is already committed but will operate over two years (design then construction). On water infrastructure he said the pump upgrade is a multi-year project intended to design and prepare a shovel-ready construction package, with a rough construction estimate of about $1,500,000.
The presenter cautioned that the pump work "does not increase water supply," and said the city must undertake growth-management planning (updated buildable land inventory and facilities capacity estimates) to determine how many additional homes the system can support. That planning work was budgeted under professional services.
Funding and options: the presenter outlined three options for increasing supply if required: develop existing water rights, acquire new rights, or connect to another system. He noted that shovel-ready projects are more competitive for grants and that a bond or rate increase could be needed to fund construction if grant funding is not secured.
Next steps: committee members asked staff to proceed with preliminary design work and to include growth-management analysis in the professional-services line so that grants and low-cost financing can be pursued when the project is shovel ready.
