On March 18, 2026, the Hillsdale City Planning Commission voted to table a public hearing on the City’s proposed Capital Improvement Plan until April after an extended discussion about how projects should be ranked.
Staff members Fry and Zoning Administrator Smith had asked the commission to rank proposed capital projects using a set of criteria to help guide City Council budget decisions. Commissioners raised concerns that the commission lacked the subject-matter expertise to evaluate certain departmental projects without input from department representatives.
Commissioner Coykendall and Commissioner Kniffin both questioned whether the commission was prepared to make technical prioritizations without hearing from department staff. Commissioners discussed modifications to the proposed ranking system and recommended that each department, particularly BPU departments, supply an internal prioritization and a brief description explaining the need for each proposed expenditure.
Following the discussion, Commissioner Winter moved to table the public hearing until April; Commissioner Kelemen seconded and the motion carried by voice vote. The tabling leaves the CIP open for further staff and departmental input before the commission makes formal recommendations to council.
