Hillsdale planning commission approves two site plans and adopts CIP updates

The Hillsdale City Planning Commission on April 15 approved two site plans, adopted an updated 2026 Capital Improvement Plan and received staff reports on upcoming administrative changes.
Commissioners approved a commercial site plan for a proposed Culver's at 3741 W Carleton Rd following a presentation by Tyler Smith of Kimley Horn and questions about outstanding staff review items and infrastructure on the 99 corridor. Zoning Administrator Smith told commissioners staff review items are being addressed and indicated no present sign that the Michigan Department of Transportation would block the plan. Commissioner Winter moved to approve; Commissioner Kniffin seconded. The record shows the motion passed with the clerk noting "All in favor."
Separately, Sheena Sigler of Cobra Moto presented an industrial site plan for 240 Uran St and said the project faced urgency tied to pressure from the federal government. Commissioner Coykendall moved to approve that site plan; Commissioner Morrisey seconded and the motion carried, recorded as "All in favor."
On old business, commissioners discussed modifications to the 2026 Capital Improvement Plan. Commissioners Laycock, Coykendall and Winter expressed satisfaction with departmental priority rankings. Commissioner Winter noted the public had already had a chance to comment at an earlier hearing and would have another opportunity when the plan reaches City Council; Commissioner Coykendall moved to approve the CIP update and Commissioner Winter seconded. The motion passed, recorded as "All in favor."
In staff reports Zoning Administrator Smith said staff are undergoing education on the Land Division Amendment and are updating and condensing Zoning Compliance application forms to streamline review.
Public comment was on the agenda but no members of the public spoke. The meeting adjourned at 5:57 p.m.; the commission’s next meeting is scheduled for May 20, 2026, at 5:30 p.m. in the Council Chambers at Hillsdale City Hall.
