Geary County schedules Sept. 8 budget hearing, certifies revenue-neutral mill rates

Kevin Ross, administrative services manager, told the Geary County Commission that revenue-neutral certification letters had to be filed with the county clerk and published on a strict schedule, and he read the proposed mill levy rates: county 60.946, Dorothy Bramlage Library 1.362 and the fire district 7.930. Ross said the county must mail notices and publish notice in local media at least 10 days before the hearing to meet statutory deadlines.
The commission discussed calendar options and tentatively agreed to work sessions on Aug. 10 and Aug. 17 so the clerk could finalize documents in time. Ross urged the commission to pick dates now so the clerk could mail notices by Aug. 20 and have the publication appear by Aug. 26, meeting the 10-day requirement ahead of a Sept. 8 hearing that the county proposed to begin at 11 a.m. (fire district at 11:15 a.m., library at 11:25 a.m.).
Why it matters: the certification and publication steps start the formal budget process and lock in the schedule that gives taxpayers notice and a chance to attend or submit comment. Commissioners said they would use two preliminary work sessions to finalize budget details before the hearing.
The clerk and administrative staff will finalize notice mailings and publications in late August; the tentative final hearing is scheduled for Sept. 8.
