Terry Day, representing Saint Vincent de Paul, asked the Myrtle Creek Urban Renewal Agency on July 21 for funding to paint the exterior of a large building that has been substantially remodeled inside. Day said he obtained two quotes — one for about $19,025 and a higher one around $38,000 — and described work that will include pressure washing, patching and painting the masonry surface.
Directors pressed Day on the 100% price gap between the two bids and requested a third, directly comparable asphalt/blacktop bid to judge whether the higher number reflected differences in scope, materials or required prep work. One member said, "If you're saying that, you're saying this guy's giving me an apple and this person's giving me a whole bush of orange juice," to illustrate the noncomparability of the two proposals.
Board members also raised grant-timeline considerations and reminded the applicant that grant terms require completion of specified items within a stated period or risk repayment. Because the price variance was large and not clearly attributable to differing scopes, the board moved to table the painting grant and asked the applicant to return with an additional comparative bid.
No award was made; the board opted to seek more competitive, comparable quotes before taking formal action.
