Resident urges caution on colored streetscape, cites MUTCD and liability concerns

Ricky Riffid, a resident and public commenter, told the council he supports the concept of a streetscape project but believes the proposed colored pavement and designs near Bridal Street do not comply with federal highway safety specifications (the Manual on Uniform Traffic Control Devices, or MUTCD) and could create liability concerns.
"As I looked at the MUTCD and traffic manual...everything that she had proposed in that presentation is not according to federal specifications for highway safety markings," Riffid said, and he provided copies of relevant specifications to city staff for review.
City staff responded that they had consulted the Kentucky Transportation Cabinet (KYTC) and national groups and that colored pavement is acceptable when it is not placed in the roadway (for example, on extended curbs or non-travel areas). The staff member said they would review the documentation Riffid supplied and have a call into KYTC for confirmation before the city proceeds.
The council did not vote on the streetscape at the meeting; staff said they will review design details and confirm compliance with state and federal guidance before any final approvals are made.
