Morehead council adopts snow-emergency ordinance, approves mapping MOU and advances budget amendment

The Morehead City Council voted unanimously to adopt a second-reading ordinance addressing snow emergencies, snow removal and designated snow-emergency routes. After a motion and second, roll-call votes recorded all members as voting "Yes." The ordinance will govern declared snow emergencies and related route designations.

Council also approved a resolution authorizing the mayor to sign a memorandum of understanding with the Gateway Area Development District for a snow-removal schedule and a web-mapping project. Staff said the work could range from a basic map to a full Esri license enabling layered GIS data (paving schedules, sewer lines, pothole mapping). "If we do that, this kinda opens up the door for us to do even more with our city mapping," a city planner said during the discussion.

Separately, council voted to approve payment number 4 (voice-roll call recorded as affirmative from Cash, Shaq, Cottle/Caudle, Baldwin, Boosley/Dooseley and Littleton). Council also held a first reading and roll-call on the city's annual budget ordinance amendment for fiscal year 07/01/2025 through 06/30/2026; staff explained that the amendment recognizes additional receipts (for example, reimbursements from Smart Growth America and insurance proceeds for tower damage) and adjustments to salary and grant lines.

After finishing the public agenda items, a motion was made and carried to enter an executive (closed) session under Kentucky Revised Statutes KRS 61.810(b) for discussions on real property and KRS 61.810(1)(c) for proposed or pending litigation. The council later returned from closed session and adjourned the meeting.

No contested votes or roll-call dissent were recorded in the public portion of the meeting; council members and staff indicated the mapping MOU and budget amendment would inform further planning and follow-up implementation steps.
