The City of Des Moines Zoning Board of Adjustment approved three consent-agenda items without discussion at its monthly meeting, the board chair said, voting 7-0 to accept staff recommendations.
Staff had recommended approval of: (1) a conditional-use request near 1826 Hickman Road to allow an off-street parking lot as part of Broadlawns Medical Center redevelopment; (2) a zoning exception at 418 East Grand Avenue, Suite 101, to permit larger-than-normal signage; and (3) a zoning exception for an illuminated wall sign on the neighboring parcel at 2907 Ingersoll Avenue (for the 2903 frontage). Chair Mel Pins read the items and asked whether anyone in the audience objected; no hands were raised.
Board procedure places routine, noncontroversial requests on a consent agenda for a single vote when staff recommends approval and no appellant or resident asks for separate consideration. Board members moved and seconded the consent approval and the chair announced the motion carried, 7-0. The staff decision and a decision order will be provided to applicants and city staff in about a week; applicants who were present were invited to leave the hearing after the vote.
The approvals do not change any conditions beyond those in the staff recommendations; as with all conditional uses, any future nuisance complaints could prompt the board to reconsider the approvals.
