Under the updated policy, any person who resides in or owns property within the City of Mitchell or Davidson County is eligible to register for a library account free of charge. Kevin Smith told trustees the change responds to cases where property owners who do not reside in the city previously were ineligible; he cited comparable language used by other area libraries.
The policy also clarifies that non‑residents who do not live in or own property in Davidson County must pay an annual household subscription fee (the current board‑set fee is $25) to check out physical and digital materials, and that the fee covers all household members. The board added explicit language to permit Mitchell School District students, including students attending Rosedale Colony, to receive library cards; trustees also clarified parental signature rules for minors.
The board voted to adopt the amended policy by voice vote.
