Public works staff noted the project is contingent on receiving an FAA grant offer; staff described the funding share as 95% federal, 2.5% state, and 2.5% local. Staff estimated the city’s local share at roughly $203,850 (staff noted earlier local estimates had been higher but the bid came in under the prior estimate). Council approved the tentative bid award and then approved staff’s request to submit the FAA grant application (staff listed a total grant request of $8,154,000). The award and grant acceptance are contingent on the FAA offer and final grant documents.
Council members asked for clarifications on bid alternates (turnarounds, lighting/electrical and a solar‑powered beacon alternate) and the staff representative confirmed engineering review by a third‑party PE. The motion to tentatively award the contract passed and staff will proceed with grant paperwork and return with final documents as part of the grant offer process.
