Staff described the project as eligible for the Kansas Department of Transportation’s CCLIP program with reimbursement of participating costs (staff cited up to $1,000,000 and 95% participation on eligible construction cost estimates). Council discussed the cash-flow issue—cities typically pay project costs up front and are reimbursed later—and staff said the temporary-note authorization would allow the city to proceed with procurement and contracting so reimbursements can follow.
Council voted to adopt the designation and to authorize the temporary financing needed to initiate design and contracting steps; staff will meet with engineers and bond counsel as the project moves forward.
