Moscow Mills aldermen approve short-term rental ordinance, record plats and $68,949 concrete contract; appoint new alderman

Moscow Mills, Mo. — The Moscow Mills Board of Aldermen approved a short-term rental ordinance, adopted four record plats, awarded a concrete street repair contract and appointed a replacement alderman at its March 16 meeting at the Moscow Mills Lions Club.
Mayor Lisa Meyer called the meeting to order and the board approved Ordinance #1143, which the city clerk read aloud. The vote was recorded as unanimous in favor by the three aldermen present: Steve Aston, Amy Vollmer and Cody Quist.
The board also reviewed two bids for concrete street repairs and accepted the lower bid. City Engineer A.J. Girondo told the board he had checked bids from G&P Concrete ($85,332.00) and Orth Concrete Construction ($68,948.70) and recommended awarding the project to Orth. The board approved the Orth Concrete Construction bid and authorized the mayor to sign the agreement.
The board adopted four record plats by ordinance: #1144 for North Road Community Church, #1145 for The Boulders (Record Plat 1), #1146 for Young Properties and #1147 authorizing execution of a Third Supplemental Lease Purchase Agreement with the Schoenfelder Trust. Each ordinance was read by City Clerk Linda Haynes and approved by roll-call vote (Aston—Aye; Vollmer—Aye; Quist—Aye). The meeting record shows a clerical inconsistency during the vote on Ordinance #1147 (the motion text in the transcript references #1146), but the reading and roll-call pertained to #1147 and it was approved.
Mayor Meyer and aldermen also approved routine consent items and departmental reports after removing a training request for the police chief from the consent agenda. Separately, the board approved Chief Terry Foster’s request to attend the Missouri Police Chiefs conference in Lake Ozark, May 3–6, 2026; Foster said the conference counts toward his continuing education and the board accepted assurances that department coverage would be maintained.
In other business, Mayor Meyer appointed Liz Streckfuss to fill the seat vacated by Jerry Green; the appointment was approved by roll-call vote. The meeting adjourned after routine closing motions.
The board did not disclose the substance of matters discussed in executive session. The city clerk’s office provided the written reports from consultants and staff referenced during the meeting.
