Alderman Steve Aston moved to approve the MOU and Alderman Amy Vollmer seconded; the motion passed on a roll call vote with all members voting aye.
Terri Park, the city clerk, read the titles for a series of land-use ordinances. The board approved Ordinance No. 1161 (a resubdivision plat of lot 6 and part of 7, block 16, original town of Moscow Mills), Ordinance No. 1166 (Steiniger Addition to Chestnut Ridge), Ordinance No. 1167 (Walnut Ridge) and Ordinance No. 1168 (Woodruff Investment boundary adjustment). Each ordinance was moved and seconded as recorded and carried by unanimous roll call votes.
The board also adopted Resolution No. 1164, establishing a Chapter 50 policy for storm debris, brush and tree limb cleanup, and Resolution No. 1165, a public-safety commitment described in the meeting as a 'Blue Shield' resolution. Terri Park read the resolutions' titles before the board voted; Chief of Police and City Administrator Terry Foster provided explanation of the public-safety measure prior to the vote. Both resolutions passed unanimously.
The approvals were routine and procedural in form: motions to adopt each ordinance and resolution were made, seconded and approved by roll call votes recorded as Amy Vollmer—Aye, Steve Aston—Aye, Cody Quist—Aye and Liz Streckfuss—Aye.
What happens next: the MOU gives Moscow Mills Park, Inc. a formal working relationship with the city on fundraising and development; the approved plats clear the way for the listed subdivisions to proceed through the city's land-recording and permitting processes. The storm-debris policy and the public-safety resolution establish city policy positions for staff implementation and community outreach.
