Moscow Mills aldermen hear draft short-term rental ordinance, fees outlined

City Attorney Cindy Davenport presented a draft short-term rental ordinance, Ordinance #1143, to the Moscow Mills Board of Aldermen on Feb. 9, saying the measure would require property owners operating short-term rentals to secure a special-use permit under city code 46.700. Davenport told the board the special-use permit fee would be $800, applicants would also pay a Short Term Rental permit fee of $150 and a business license fee of $75, and any signs must follow the city’s existing sign code.
The board did not take a vote on the ordinance at the Feb. 9 meeting; Davenport said the draft will be presented for passage at the March meeting. No public comments were recorded on the item during the meeting and no amendments were proposed at the Feb. 9 presentation.
If adopted as described in the draft, the ordinance would add a permitting layer and fees for short-term rental operators within Moscow Mills. The board’s next regular meeting will include the formal ordinance reading and any opportunity for debate or amendment before a final vote.
