David said the Kansas House passed a revised version of House Bill 2745, which includes changes that, if enacted, could reduce sales valuation and constrain local revenue growth. He estimated a potential reduction in the city’s general fund of about $1.7 million under a scenario that uses 2022 as a valuation baseline and limits valuation increases to 3 percent. David urged residents to use the city’s budget simulation at eldocs.gov/budgetsimbudgetsim to explore tradeoffs between revenue and spending.
The manager noted the city must present a balanced budget and described the simulator’s options to adjust property-tax mills, department spending, and add or remove positions to help the public understand budget choices. He said some revenue categories and bond obligations are locked and that the exercise is intended to provide transparent community input ahead of formal budget deliberations.
