Staff said cores and engineering work showed alkali-silica reaction and other concrete failures that make a surface overlay alone a short-term fix. The proposed rubblization — pulverizing the existing pavement and repaving on-site — would avoid problematic joints under an overlay and extend runway life at lower long-term cost than a full tear-out. The revised estimate for the project was approximately $2.4 million, with the city’s local match indicated at roughly $122,000 before additional KDOT assistance.
Airport staff stressed the timing: the city must move quickly to preserve an FAA funding share (quoted as 95.05% in discussion of grant eligibility timing) before that funding window changes. Work for engineering is planned in 2026 with construction likely in summer 2027; the rubberization/paving phase may last 60–90 days and will require intermittent runway closures and temporary impacts to the intersecting runway.
Commissioners authorized staff to proceed pending an independent fee estimate and FAA concurrence; the motion carried on a voice vote.
