El Dorado clears $872,376 low bid and authorizes lift station replacement to mitigate flood risk

The El Dorado City Commission authorized work to replace the East River Road lift station and its force main and directed the city manager to award a contract to the low bidder, NOAC Construction, contingent on receipt of required bonds and insurance.
City staff explained the 28-year-old lift station sits in a floodplain and was damaged during a June flood; the project would elevate the wet well above the floodplain and relocate the force main by boring under the river to reduce future flood risk and to accommodate planned bridge construction in 2027. Staff said the city is applying for federal funding through FEMA and working with the Kansas Department of Emergency Management to pursue grants that could reduce the local cost.
Bids for project 630 were opened and the low qualified bid was $872,376 versus an engineer’s estimate of $1,173,970. The commission voted to award the contract contingent upon standard bonding and insurance documentation. "The contractor is eager to get started on the force main portion of the project," Scott (city staff) said; staff noted the lift station build time may be approximately 30 weeks once manufacturing and sequencing are accounted for.
Commissioners discussed funding options; staff said the city can fund the project internally if needed and will pursue FEMA and other grant funds. The commission also approved a related resolution authorizing alteration, repair and reconstruction of the sanitary sewer and providing for payment of costs.
