Staff briefed the commission on a conceptual appendix that would add definitions and guidance for "emerging industries," including data centers, battery energy storage systems, controlled‑environment agriculture, hydrogen production and storage, semiconductor fabrication and packaging, battery cell manufacturing and solar panel manufacturing and recycling. The appendix would identify which uses should be allowed by right, which should require a special use permit and what supplemental conditions might be required.
Staff said the intent is to be proactive: to have definitions and baseline conditions in place so the city can respond consistently if prospects approach the community. Commissioners voiced caution about siting and district classification — for example, one commissioner said the largest items (data centers and battery storage) seemed more industrial than office or institutional and should be treated carefully when deciding where to allow them. Another commissioner urged curiosity and fact‑finding rather than an immediate refusal to see such industries.
Staff asked commissioners to review the attachments and existing Article 6 of the zoning regulations and to provide feedback before the next meeting; staff also said a public engagement session is planned for March to gather broader input.
No formal action was taken; the item will return for further refinement prior to public hearings.
