Superintendent: insurance report expected, contracts and new CTE aviation program outlined

On contracts and MOUs, Dr. White said the district has an MOU with Mountain State Educational Service Collaborative for English-learner services, a maintenance MOU with the Town of Mann for playground upkeep at $300 per month, a counseling-services agreement to provide school-based mental-health services (with Medicaid billing), and a Future Leaders program MOU with the West Virginia National Guard that carries an $8,000 contract for an instructor at the Ralph R. Willis Center. He also described a leadership-coaching contract with Jay Casas and Associates to provide on-site and virtual principal coaching funded by state-restricted professional-development dollars.
Dr. White told the board the insurance adjuster’s team is completing the final report and cost estimates and "gave the team…until the end of the week to complete the report," adding that "the safety of the students is paramount, and no decision will be made without complete information and input from stakeholders." When asked about coverage, he said the district’s building coverage was "right around $5,000,000" and contents coverage was "about a little less, like, 400, 500,000," and that policy adjustments aim to cover 75–80 percent of replacement cost, which could raise premiums.
On personnel and operations, Dr. White announced creation of a girls’ head-soccer-coach position at Logan High School, hires for summer and substitute lists, and the addition/renaming of a special-education diagnostician role. He reported personnel actions that included a three-day unpaid suspension for teacher Chad Butcher (dates listed in the transcript) and the termination of Curtis Collins following administrative leave from Feb. 19–Mar. 20 and unpaid administrative leave from Mar. 21 to termination on May 26.
Dr. White also announced that Logan County will offer an aviation-mechanics CTE program at the Ralph R. Willis Technical Center this fall in partnership with Marshall University and the Department of Education; the county is one of five selected to pilot the program. He said summer meals will begin June 24 and summer-school programming is ready pending student participation. Finally, Dr. White said the district will revise volunteer policies to incorporate legislative changes tied to "Megan's law," increasing background checks depending on volunteer roles.
The superintendent’s report covered contracts, student services, insurance and personnel; board members praised vocational-program enrollment and thanked staff for the year’s work.
