Edwardsville City Council voted to authorize up to $1,663,440 to advance schematic design and related preconstruction work for the municipal complex.
Staff said the schematic phase is the time to refine concepts and budgets and recommended breaking down line items in existing contractor proposals to reassure the council about specific fees. A staff member noted that some figures in the consultant proposal—such as an $8,100 basic‑service line—appear on the high side when compared to total project budgets and recommended asking the architect for a detailed breakdown.
"This schematic design will be the detail; everybody will have some input," the Presenter said, describing the next phase as the point when budget alignment and tradeoffs are decided. The Presenter said the city’s debt‑service funds and municipal complex fund are the intended funding sources for the work.
A roll call on the authorization recorded five affirmative responses: Adcox, Mullen, Bishop, Milat and Shriver.
The council’s action authorizes staff to proceed with work up to the stated cap; staff said additional decisions, tradeoffs and potential savings will be documented as the design progresses.
