Lawnside ' The Borough Council on May 4 moved forward with redevelopment plans for Bell Avenue, introducing Ordinance No. 05-2026 to amend the Bell Avenue Redevelopment Plan to permit an affordable senior housing complex and adopting a consent resolution that names Pine Street Ventures LLC as the redeveloper for Block 402, Lot 8 and approves an agreement of sale and a PILOT arrangement.
Councilperson Dawn Wright-McLeod moved to introduce the redevelopment amendment and Mayor Rhonda Wardlow-Hurley seconded. The ordinance introduction and the consent resolution were advanced on roll-call votes in which three council members present voted in favor and three were absent; meeting minutes note the mayor was recorded as voting "yes." The deputy clerk read that the consent agenda also included Resolution No. 61-2026 referring the proposed amendment to the planning board for review and recommendation.
The adopted consent resolution (Resolution No. 60-2026) identifies Pine Street Ventures LLC as the redeveloper for the Bell Avenue Redevelopment Area (Block 402, Lot 8) and references an agreement for sale and PILOT approval; the council approved the consent agenda as a block. The minutes do not include site plans, timelines for development, PILOT terms or projected unit counts for the proposed senior housing complex.
During public comment, resident Ernest Edwards questioned mayoral voting procedure, stating, "The Mayor is only to vote when there is a tie." The meeting record does not show a substantive response or a planning-board recommendation; the referral to the planning board sets the next formal local review step for the ordinance amendment.
