The applicant requested a second one-year extension, and staff said the required engineering studies and county reviews took approximately two years, with the necessary easement amendment and final county approval completed in January 2026. "The applicant indicates that these matters have now been substantially addressed and that it continues to move forward with site development, construction planning, and state licensing," staff reported.
Commissioners asked whether there is a statutory or ordinance limit on extensions; staff and council members said they would review the ordinance language but noted the commission has granted multiple extensions in the past depending on project circumstances. Commissioners voted to approve the requested one-year extension by roll call.
The motion authorizes an extension only; no zoning or licensing conditions beyond those already in the conditional approval were changed at this meeting.
