Shipman explained the legal requirement: "Section 13 of Act 51 of Public Acts of 1951 ... record as every city receiving Act 51 transportation funding to designate a single street administrator responsible for coordinating street improvements, maintenance, traffic operations, street lighting, and related transportation activities." He said the previous Act 51 administrator, Jeff Wood, recently retired and that the appointment ensures continuity and compliance necessary to remain eligible for state transportation funding. Shipman noted that failure to designate could result in Act 51 funds being withheld.
The commission approved the designation by roll call.
The appointment assigns official responsibility for coordination with the Michigan Department of Transportation and ongoing administration of Act 51-related programs to Diamond in his capacity as director of public services.
