The Mount Clemens City Commission voted to grant a one-year extension to Ritz 99 LLC for its conditional marijuana retail establishment permit, extending the permit to expire on July 28, 2027.
Shipman summarized the permit history: the commission granted conditional approval on July 28, 2024, and the applicant received a one-year extension in 2025 after reporting delays tied to engineering studies and review by the Macomb County Public Works Office related to a grinder drain and easement requirements. Shipman said the applicant's most recent submission and county reviews were completed in January 2026 and that coordination among engineers, architects, consultants and regulatory agencies contributed to the project timeline.
Commissioners asked whether there is a limit to how many extensions the city can grant. One speaker said, "Well, it's not precedent setting, but, of course, if somebody came back next year with the same line of reasoning requesting an extension, it would certainly give you good cause not to grant it." Another commissioner acknowledged the site's challenging condition and said the property has required considerable investment if a business is to be built there.
The motion to approve the additional one-year extension passed on roll call.
Shipman noted the applicant indicated it is moving forward with site development, construction planning, and state licensing. The commission did not attach additional conditions beyond the extension recorded at the meeting.
