Commissioners approve UDO changes, fire-station rezoning and county capital actions including school-bus bonds

At the July 13 meeting the Lee County Board of Commissioners approved multiple planning and capital items after public hearings and staff presentations.
UDO and zoning: Planning staff presented a set of text amendments to the Unified Development Ordinance intended primarily to clarify residential standards and administrative interpretations. Commissioners voted to approve the text package while excluding one proposed change (moving R-20 to RN-20 and reduced lot-width/shallower setbacks) to allow further review. The planning board had recommended approval 6-1.
Fire station rezoning: The Northwest Pocket Volunteer Fire Department asked to rezone a 2-acre site from residential agricultural to office and institutional (ONI) to permit a building addition that required a smaller front setback. Planning staff noted a pending UDO text amendment that might have addressed the issue, but the applicant preferred rezoning because of construction timing. The board determined the rezoning was not consistent with the Plan San Lee land-use designation but voted that approving the ONI rezoning was reasonable and in the public interest to allow expansion of the existing volunteer fire station.
Capital projects and financing: The board held a required public hearing to begin limited-obligation bond financing for a new school-bus garage (CIP-approved project). Commissioners waived the usual same-night restriction and approved a preliminary-finding resolution authorizing staff to file the application with the Local Government Commission.
General Services expansion: Staff explained bids for a 2,353-square-foot addition came in above the CIP estimate. The board approved a budget amendment for an additional $563,245 (proposed funding sources: $479,000 fund balance plus $84,245 of unused ARPA interest) and accepted the low bid of $1,250,672 from Sanford Contractors.
Other business: The board tabled a proposed payroll-deduction program for nonprofits for further discussion and completed other routine agenda business.
What happens next: Staff will finalize bond-issuance steps with the Local Government Commission, implement the General Services contract, and return with follow-ups on the withheld R-20/RN-20 change if the board wishes to revisit that change at a later meeting.
