The Moscow Mills Board of Aldermen met May 11, 2026, at the Moscow Mills Lions Club and unanimously adopted the citys annual budget for the fiscal year beginning Jan. 1, 2026, approved several ordinances and plats, and granted a fireworks permit. Mayor Lisa Meyer presided over the meeting.
The board voted 4-0 to adopt Ordinance No. 1160, the citys annual budget. Finance Director Linda Haynes explained the ordinance to the board before the vote. Alderman Cody Quist moved adoption and Alderman Liz Streckfuss seconded.
The meeting also approved a set of ordinances that the board read and adopted by unanimous roll-call votes: Ordinance #1156 (amending Chapter 21, Article I, Section 21.030), Ordinance #1157 (accepting and approving CaseysMoscow Mills final plat), Ordinance #1158 (approving a lot split), Ordinance #1159 (amendments to Chapter 88, explained by City Attorney Cindy Davenport) and Ordinance #1162 (amending Section 25.010). Each ordinance was read into the record by City Clerk Terri Park and passed on motions and seconds recorded in the minutes.
During public comment, Don Wren, a resident of 398 E. 4th Street, asked the board not to approve further construction on 4th Street, saying additional building activity has caused issues for his property. The board did not take immediate action on that request during the meeting.
The board approved a fireworks-permit application submitted by Jim Dollar and Joey Wolfrum, doing business as Two Men and a Tent, under Chapter 66 of the city code. Alderman Cody Quist moved approval; Alderman Liz Streckfuss seconded. The permit passed on a unanimous vote.
On routine administrative items, the board approved the consent agenda, moved by Alderman Amy Vollmer and seconded by Alderman Cody Quist. The consent agenda included approval of minutes and financial reports, disposal of a red tractor auger and four laptops to be sent to Systec for proper disposal, authorization to increase a credit-card limit by $2,500 to establish an account for the new city clerk, approval to add $1,600 for upgraded tires on a previously authorized John Deere mower purchase, and approval for Public Works Supervisor A.J. Hance to attend a 13-day online licensing course Sept. 21Oct. 21, 2026, for $650. The board also approved increasing the water-meter charge to the full amount allowed by the city ordinance, $350.
Dylan Roberts of Woodard & Curran presented the firms April operations report for the water and sewer systems, telling the board that "the generators worked accordingly" during recent storms and that both treatment facilities are "working well and there are no issues to report." The Planning & Zoning Commission update was delivered verbally by Alderman Amy Vollmer; the April 6 P&Z minutes were part of the consent agenda.
All formal votes recorded in the minutes were unanimous (Aye: Amy Vollmer, Steve Aston, Cody Quist, Liz Streckfuss). The meeting adjourned after the final roll-call votes.
The board did not announce any follow-up actions on Don Wrens 4th Street concerns during the meeting; items approved at this session take effect according to the ordinances and city procedures in the public record.
