Commissioners confirmed the location will operate 24 hours; construction is expected to start about June 1 with a typical 90–120 day building schedule and an anticipated opening before the end of the year. The commission approved the McDonald’s site plan (motion by Nick Harper, second Greg Mansfield) on a 7–1 roll call (Janice Handing voted no) and approved the preliminary plat (motion by Mayor Lisa Meyer, second Nick Harper) on the same 7–1 split.
The commission approved the Moscow Springs preliminary plat (motion Nick Harper, second Greg Mansfield) after the City Engineer noted no issues; commissioners also flagged that an easement will be required to preserve existing water and sewer lines. The vote to approve the Moscow Springs plat was unanimous.
The commission approved the North Road Community Church site plan and recommended its record plat to the Board of Aldermen. Dan Bax of Bax Engineering said consolidating the church-owned properties into a single lot would eliminate certain setback requirements for a recently purchased second building; the commission voted unanimously to recommend approval.
City Engineer AJ Girondo presented The Boulders record plat (lots on Nassau Drive and Santo Domingo Drive), answered questions in the absence of Adam Pollard and recommended approval; the commission unanimously recommended the record plat to the Board of Aldermen. The commission also approved the Moscow Mills Property Group preliminary plat for 1001 Blackburn (Mayor Meyer moved; Christine Shoemaker seconded); Tom Anderson abstained due to involvement in the sale and the motion carried with the abstention.
