Jason Halterman, assistant director of planning and zoning, told commissioners the Waters Family Trust requested the change to allow a one‑lot minor subdivision that would combine the 3.02‑acre parcel with an adjoining roughly 16.05‑acre parcel. Halterman said the combined 19.5‑acre site would be eligible for a building permit for a single‑family dwelling and that the proposal "does meet these requirements," referring to the rural‑estates district minimums.
Halterman reviewed staff materials submitted for the record, including the Platte County zoning order (1990, as amended), subdivision regulations (1992, as amended), the county land use plan and the roads master plan. He said the proposal meets the rural‑estates minimum lot size (5 acres) and the minimum lot width (400 feet) and that required infrastructure (gravel or better road category, septic suitability and water availability) was satisfied for the proposed configuration.
A commissioner asked a brief clarifying question about an old on‑site pool; Halterman confirmed the pool had been removed.
