Red Hook board approves multiple grant applications for sewer, trail, planning and culvert projects

At its July 14 meeting the Red Hook Town Board adopted a package of grant-authorizing resolutions to pursue state funding for infrastructure and planning projects.
Brandee Nelson, representing engineering firm Tighe & Bond, reviewed a proposed Intermunicipal Water Infrastructure Grant application with the Village of Red Hook that would seek approximately 40% of project costs for a Joint Sewer Project. The overall Joint Project cost was estimated in the resolution text at up to $31,517,000; the Town's portion at 40% was estimated at $12,606,800. The board adopted Resolution No. 35 authorizing the Supervisor to submit the application to the New York State Environmental Facilities Corporation on the Town’s behalf.
Nelson also discussed a potential NY Kicks grant (estimated $200,000 award for a $700,000 project); the Board declined to pursue that program. The Board adopted Resolution No. 36 to authorize application to the New York State Office of Parks, Recreation and Historic Preservation for a pedestrian trail‑link bridge over the Sawkill with estimated construction cost $1,300,000 and a grant request not to exceed $675,000.
The Board unanimously approved Resolution No. 37 to apply for a Department of State Smart Growth Community Planning Grant (request not to exceed $150,000) to support Comprehensive Plan Committee recommendations and potential amendments to the Town Comprehensive Plan and zoning code.
For stormwater and water‑quality improvements, the Board adopted Resolution No. 38 to apply for a WQIP grant to replace the Willets East and West culverts, with estimated project cost $1,500,000 and a requested grant amount not to exceed $1,125,000 (up to 75% of cost under program rules).
Other business at the meeting included a rebid discussion for the Sawkill–Aspinwall bridge (board directed staff to review alternate designs and return on August 11), the appointment of Susan Grover to the Zoning Board of Appeals, and the approval of a neighborhood block party application.
What happens next: staff and the Supervisor are authorized to submit the grant applications where specified. Adoption of resolutions authorizes pursuing funding but does not commit the Town to full project construction until grants and associated local matches are secured.
