Union City approves $22,295 sinkhole and pipe repair at Municipal Lot #1; easement set for 104 East High catch basin

Union City Borough Council on Aug. 13 approved stormwater repairs and an easement related to two separate stormwater problems.
Streets Supervisor Bob Phillips reported a sinkhole at Municipal Lot #1 with a compromised 24-inch clay tile and recommended pipe lining and partial replacement. Engineer Tim Wells and consultant Bob Carpenter (Insight) recommended replacing the clay tile in the sinkhole, reconnecting pipes to the 24-inch line, installing a larger catch basin adjacent to the sinkhole and replacing about 10 feet of pipe. Two estimates were presented: Mansfield, $22,295; McLallen Construction, $23,450. Council authorized Mansfield to perform the work for $22,295; the motion was made by Councilor Steadman, seconded by Councilor Osborn, and carried unanimously. The borough must provide a truck during the project.
Separately, council reviewed a PennDOT-installed catch basin at 104 East High Street and agreed the borough will install a matching borough catch basin. Solicitor Tim Wachter will draft an easement with property owner Anthony Hickey. Under the approved agreement the property owner will dig and maintain a ditch and install the pipe between the PennDOT catch basin and the borough catch basin; the borough accepted responsibility for the two catch basins and approximately 60 feet of intervening pipe. Councilor Osborn moved and Councilor Kerns seconded retroactive approval of the easement; motion carried unanimously.
The motions authorizing the municipal-repair contract and the 104 East High easement were both recorded as unanimous votes in the meeting minutes.
