Garver outlines airport layout plan, recommends preliminary engineering and notes $14 million grant timeline

Garver engineer Sarah Andrews explained that options exist for adding runway length and outlined a projected schedule aimed at maximizing use of an approved $14 million grant. Andrews said the grant rider will end Sept. 1, 2029, and recommended that the city commission a preliminary engineering report to produce a more refined cost estimate.
Polsgrove and Andrews emphasized that the preliminary engineering work would give officials clearer project scopes and cost-to-complete figures before design or construction phases begin. The board thanked the Garver team for the presentation and listed possible follow-ups for future agendas.
The presentation did not produce binding decisions at the meeting; the board asked for any changes from the projected Garver timeline to be reported back in a future session.
