Athens council approves ordinances, appointments and event support in routine June actions

In a largely unanimous session, the council approved consent items, reappointments, the appointment of Kelley Townsend to the Planning and Zoning Commission, three zoning and permit ordinances on final reading, an MOU to support the Thunder Over East Texas airshow, and several community announcements and project updates.
The Athens City Council conducted a broad set of routine actions on June 22 that included personnel appointments, zoning decisions, event support and community announcements.
Consent agenda items were approved unanimously and included the reappointment of Tony Kalawe to the Civil Service Commission and the May 2026 revenue and expense report. The council appointed Kelley Townsend to the Planning and Zoning Commission effective July 1; City Manager Elizabeth Borstad described Townsend’s community involvement and service on the Zoning Board of Adjustments.
Council approved three final-reading ordinances on a 5–0 roll-call vote: a zoning change from Commercial to Single-Family Residential – 5 for 508 N. Prairieville St.; a Specific Use Permit for a manufactured home at 808 W. Scott St.; and a zoning change from Planned Development – 2 to Single-Family Residential – 7 with a Specific Use Permit for a manufactured home at 1203 N. Hamlett St.
Fire Chief Eric Burnside explained a Memorandum of Understanding with District #8 Fire Rescue to provide mutual-aid resources for the Thunder Over East Texas Airshow; "there is no funding from the city," he said. Council approved the MOU unanimously.
City Manager Borstad and staff also announced community events and upcoming workshops, including a Resilient Communities Program open-house workshop on June 25 and earlier scheduling items. Executive session addressed EDC-owned property adjacent to the airport; the council reported no action was taken after closed deliberations.
The council adjourned at 7:17 p.m.
